NTSA Warns Buyers of Ex-GK, Parastatal and County Vehicles Over Re-Registration

The National Transport and Safety Authority (NTSA) has issued a notice to Kenyans who have purchased vehicles previously owned by the national government, parastatals, or county governments, warning that purchase alone does not amount to legal ownership.

In an update released on Monday, January 26, NTSA urged buyers of ex-GK vehicles to immediately re-register the vehicles through its official systems to avoid future legal and administrative complications.

“Purchased an Ex-GK, parastatal or county vehicle? Don’t stop at purchase. Re-register the vehicle to enjoy full ownership and avoid future complications,” NTSA said.

Requirements for Re-Registration

NTSA explained that re-registration of ex-GK vehicles must be supported by an authorisation letter from the relevant Principal Secretary, or from the Department of Defence in the case of military vehicles.

Applicants are required to submit:

A duly completed and signed Form A

GK number plates or a retention letter from the disposing institution

The original GK registration certificate

Where a logbook is unavailable, a formal written notification to NTSA

Additionally, a completed Form C, signed and stamped by both the disposing institution and the buyer, is mandatory.

For vehicles acquired through auction, buyers must provide:

A valid auctioneer’s licence

The auctioneer’s KRA PIN

A certificate of incorporation

Other requirements include copies of the buyer’s KRA PIN certificate and national ID, a tape lift of the chassis and engine numbers from the DCI, and a new entry form for vehicles whose duty had not been paid.

NTSA noted that number plates and registration certificates do not apply to ex-military vehicles.
Online Application Process

The authority said all re-registration applications must be initiated online via the NTSA service portal.

Applicants are required to:

Log into serviceportal.ntsa.go.ke

Select Motor Vehicle Services

Choose the re-registration option

Fill in required details and upload documents

Select a preferred number plate type and submit the application

Buyers must also pay the applicable re-registration and inspection fees, accept or decline consent notifications, and select their preferred collection point for number plates and logbooks.

NTSA added that the seller will receive a notification prompting them to book a re-registration inspection and present all original documents for verification. 

Once approved, new number plates will be allocated.

Clarification on Vehicles Belonging to Deceased Persons

The notice comes a week after NTSA clarified that vehicles belonging to deceased persons cannot be transferred through the standard ownership process.

In a public notice issued on Monday, January 19, NTSA said such vehicles fall under succession law and must be transferred through an alternative or forced transfer process.

Applicants must present:

A certified copy of the Certificate of Grant and schedule of properties

A letter appointing estate administrators

The original logbook or a police abstract

A certified copy of the death certificate

A DCI tape lift

A completed Form C

A sworn affidavit from the successor

Copies of the new owner’s KRA PIN and national ID

The application must be submitted online as a single PDF, followed by payment for forced transfer and inspection. After a mandatory seven-day waiting period, the vehicle must be presented for inspection before approval.

NTSA said successful applicants will receive an SMS notification once the transfer is approved.
