In a statement released on Sunday, January 25, Health Cabinet Secretary Aden Duale said the payments are part of a structured system aimed at ensuring accountability, value for money, and uninterrupted service delivery.
Duale revealed that 10,272 health facilities—including public, private, and faith-based institutions—have already been contracted and are actively providing services under the new framework.
“Clinical review and verification of submitted claims is an ongoing and rigorous process undertaken to ensure accuracy, value for money, and full compliance with established guidelines,” Duale said.
Breakdown of Disbursements
According to the ministry, the Ksh92.5 billion has been distributed across four key financing windows:
Ksh13 billion under the Primary Health Care (PHC) framework to support frontline and preventive services
Ksh75 billion through the Social Health Insurance Fund (SHIF) for essential and specialised care
Ksh3.5 billion under the Public Officers Medical Scheme
Ksh1 billion to the Emergency, Chronic and Critical Illness Fund for life-saving interventions
Duale stressed that the government remains committed to transparency and integrity, noting that some claims are still undergoing clinical review before settlement.
“We will continue to engage openly with stakeholders, provide timely updates, and uphold the highest standards of integrity as outstanding claims are settled in accordance with the law,” he said.

SHA Dismisses Recruitment Bias Claims
Meanwhile, the Social Health Authority (SHA) has dismissed allegations of biased recruitment following claims that members of the Health CS’s community were being favoured.
In a statement issued on Saturday, January 24, SHA reaffirmed its commitment to a transparent, inclusive, and merit-based recruitment process, guided by the Constitution and the Social Health Insurance Act.
The authority disclosed it is recruiting 815 officers to support the rollout of the new health insurance framework. So far, 144 officers—about 17 per cent of the required workforce—have been hired.
SHA noted that its current staff come from 24 different ethnic communities, surpass the 5 per cent employment threshold for Persons with Disabilities (PWDs), and reflect national diversity.
“We urge the public to disregard misinformation aimed at fueling misleading narratives. All shortlists and appointments will continue to be published through official channels,” the authority said.
