Ruto On Spot As Controller of Budget Nyakang'o Exposes Sh4bn Scandal At State House

The Controller of Budget (CoB), Dr Margaret Nyakang’o, has raised another alarm over multibillion scandal that has hit the State House without the knowledge of National Assembly.

Speaking while presenting her report before the members of Parliament, CoB Nyakang’o exposed how the State House spend money without approval from the National Assembly.

She noted that, due to continued unchecked, the State House was allowed to use an additional Sh4 billion in the 2025/26 financial year, even as the , issued a stern warning.

She asserted that the State House request, which was not an emergency and could have waited until the next budget cycle, was processed under Article 223 of the Constitution, despite having been submitted much too early.

Dr Nyakang’o, in documents submitted to Parliament, warns that although State House recorded strong budget absorption of 55 per cent—well above the first-quarter average of 25 per cent—there is a risk that the budget could be exhausted before the end of the financial year.

“While this situation indicates strong budget implementation, it also presents a risk of running out of funds before the end of the 2025/26 financial year, which would negatively affect budget credibility,” Dr Nyakang’o warned.

This comes as financial analysts at the Parliamentary Budget Office (PBO) warn that the request amounts to an abuse of the Constitution and signals a lack of fiscal discipline within the National Treasury, a situation that undermines budget credibility.

Documents submitted to the National Assembly by Treasury Cabinet Secretary John Mbadi, seeking MPs’ approval of the expenditure after the fact, show that State House first requested Sh2 billion on September 8, 2025, to “finance other expenditures” that were not emergencies.

“Since the approval of the 2025/26 financial year budget, the National Treasury has been granting approval for additional expenditures to Ministries, Departments and Agencies in accordance with the Constitution,” CS Mbadi stated.
